Emergency Needs re-evokes the racial riots that exploded in Cleveland in July 1968 following a gunfight between Black militants and the police. The speech of the mayor Carl Stokes is re-enacted by an actress and is played mostly out of synch. The distance between the past and the present can only be bridged by an image. A deliberately false one.
