International hard borders are on the rise as never before. In 2004, the International Court of Justice (ICJ) declared the construction of a wall by the Israeli government within occupied Palestinian territory illegal, called upon Israel to desist, to make reparations, and admonished all States to refuse recognition of the illegal situation. The General Assembly called upon Member States to implement the ICJ’s Opinion. Was this a turning point in the conflict? 14 years later, nothing has happened. BROKEN is a film about international law, the ICJ, Israel’s Wall in Palestine; a tangled web of law, politics and power, and how history refuses to turn the page. It features testimony from judges and other key players, including the Israeli military, interwoven with scenes of the Court, the UN, and the daily lives of Palestinians. The filmmaker travels across three continents to reach out to those whose deliberations shape the future of International Law, Human Rights and, ultimately, Peace.
